Scope:
Through the EAP, funds are granted to employers for the recruitment of disadvantaged and disabled persons by offering wage subsidies to employers when employing such persons.
Eligible Applicants:
In principle eligible applicants cover all employers, including a partnership, company, association or other body of persons, whether vested with legal personality or not and are recruiting New employees eligible to participate in the programme.
To be eligible for the scheme, employers must recruit at least one disadvantaged or disabled person.
Only application meeting all the eligibility criteria for employers and any one of the eligibility criteria for participants will be approved for funding.
Eligibility Criteria for employers
- Complete documentation of the application form (attached)
- Fits in the following definition of employer meaning all employers
- Eligible sectors of the economy – shall apply to all sectors of the economy
- Not exceeding the maximum quota of 10 participants per calendar year under the EAP. – each employer will be allowed to engage a maximum of 10 participants per calendar year under this sheme. This is not applicable for employment based in Gozo, and/or when an employer recruits persons who have been made redundant in the past six months or received a letter of redundancy notice in the previous six months.
- Recruitment represents a net increase in the number of employees in the establishment concerned
- Or where the recruitment does not represent a net increase in the number of employees in the establishment concerned, the post or posts must have fallen vacant following voluntary departure, retirements on grounds of age, voluntary reduction of working time, or lawful dismissal for misconduct and not as a result of redundancy.
- Project implemented within / for the direct benefit of the eligible territory of Malta.

The subsidy will be offered up to three years or until September 2013 which ever comes first.
In the case of registered persons with disability, a 156 week subsidy will be granted irrespective on whether they are based in Malta or Gozo.
In the instance when a participant falls within two or more client groups he/ she will automatically fall under the client group that has the longest duration of assistance.
