I am a dealer in second-hand goods. Do I have to charge VAT on the sales?

A dealer in second hand goods may opt to charge V.A.T. on the difference between his selling and his cost price. The cost price taken into account would be the price paid by the dealer to the owner of the second hand item as indicated in the purchase invoice so raised.
